07/01/2021: Information from Zoning Team – PMO

The Movement Pass has been devised to ensure that people are able to go out and shop for essential items in a safe manner during a lockdown. Given the current situation with increasing number of positive cases, if the Movement Pass guidelines are not followed stringently, there is a great risk of spreading the virus, and the lockdown in Thimphu could go on for a very long time. Therefore, based on public interest, the following penalties will be applied for violations of the Movement Pass guidelines.

𝐀. 𝐌𝐒𝐧𝐨𝐫 𝐕𝐒𝐨π₯𝐚𝐭𝐒𝐨𝐧𝐬

The following offences shall be considered as a Minor Violation:

i) Entering Zone(s) other than your own Zone.

ii) Going out during a non-assigned time block.

iii) More than one person going out with a card.

iv) Going out without a card.

v) Going to other people’s house.

vi) Not wearing a face mask when coming out of the house.

β€’ For the first violation, De-suups will counsel the violators on the use of Movement Pass and confiscate the card for one day.

β€’ For the second violation, De-suups will confiscate the card for three days.

β€’ The third and additional violations will be considered major violations.

𝐁. 𝐌𝐚𝐣𝐨𝐫 𝐕𝐒𝐨π₯𝐚𝐭𝐒𝐨𝐧𝐬

The following shall be considered as Major Violation:

i) Every violation after the second minor violation

β€’ The card will be confiscated for a week.

ii) Use of non authorised or fake Movement Pass

β€’ Case will be reported to Royal Bhutan Police.

β€’ The Movement Pass of the associated household will be confiscated for the duration of the lockdown.

iii) Unauthorised use of vehicles during lockdown

β€’ Case will be reported to Royal Bhutan Police.

β€’ The Movement Pass of the associated household will be confiscated for the duration of the lockdown.

iv) For any other violation, penalty as deemed fit, shall be imposed.
